No, you cannot. All government authorities, including the UAE Embassy and MOFAIC, require the original document for attestation. Furthermore, the document must not be laminated, as the legalization stamps need to be placed directly onto the paper. Laminated documents may require de-lamination or the issuance of a fresh original copy.

Documents issued in a language other than English or Arabic must first be translated. The translation must be an official, certified legal translation into Arabic or English, and the translation document itself often needs to be attested by the relevant authorities (e.g., a Notary Public) before the main attestation process can begin.
